The good programmer is fluent in C and Java (among others): taking advantage of Java's useful libraries when they can and using C's precise control when necessary. Also any language is good as long as you crossdress while writing it.

? That sounds more like a machine learning application with computer vision as an application medium. CVIP has nothing to do with ML but the two are intertwined in a lot of use cases. For CV I would recommend just auditing a class at any university that offers it. Requires a lot of linear algebra though

Anywho to answer your question more precisely look into opencv2.x, great library. OpenCV3 is sort of released but CV2 is a lot more battletested. Python or C++ depending on what you want. Python for quick prototyping but C++ for performative code.

Because of your post I've been reading up on Darknet and YOLOv2 and I think this is just what I need. YOLO seems to perform better than deformable parts models and it's really fast. This stuff is so exciting, I feel like a kid in a candy store. Autoencoders, I don't understand how they work and I need to read more about them. But I can tell it's super interesting stuff just from skimming through the wiki article.
I should probably take some classes on this, but for now I'm just gonna tinker on my own. I'm really exited about what's gonna come out in this space in the coming decade, what a time to be alive. :)
