How do I make my screen look like this? I’m running a thinkpad T410 with Mint 19. Trying to get that monochrome orange or green text on a black field, but I think white text would work too. I only use this laptop for programming so I think it would be kinda fun.

Use KDE Neon desu. It''s like ubuntu but with the patrician DE, and it doesn't have amazon spying on you.
my console inherited the color settings from my KDE config. Frankly, I wouldn't know how to configure it in i3 since I don't rice it much.
The way it looks has a lot more to do with the software you're using and your config then the specific distros (which pretty much just decide the defaults, the package manager, and the packaging policies).
That particular image is i3-wm. If you're asking how to change the colors of the terminal, that's just in the setting of the terminal app.

cool-retro-term might be what you're looking for. You can also rice your normal terminal emulator easily using terminal.sexy
