Nah, that's backwards. The GCN architecture was designed differently than nvidia's architectures, that is true. However, this is because of the different approaches. Broadly speaking, nvidia goes for less more powerful GPU compute units, while AMD goes for more cores (unsurprising). Nvidia's dominance allowed them to tune games and other products for their design philosophy, giving them a permanent edge. AMD's flaws are mainly not realising this and not changing the design to suit what nvidia has engineered the market for.

Except that Nvidia still makes 1.5 billion in segments not related to gayming. AMD just doesn't have resources and position to compete high end in both CPU and GPU, only if AMD would keep up their CPU game til 2021 we could see actual competition to Nvidia from them, which is sad given how much Intel had to do to stay competitive.
