Binary.
The fact that the signal is high for a longer period has zero barring on anything. If this was taken in to account in computing then any consecutive 0s or 1s in a given word would be considered a unique state, but in this regard its not. The over explained shit on Stack Overflow looks like it's just fucking wank.
It would only be considered beyond binary if it was varying voltage/amerage states of high and low. This is done in telecom with fiber btw, its not binary.

Thats not even relevant because it still binary all the same regardless of interpretation of high/low states. You still only have high and low voltage states with no other variation taken to account in the psychical layer.
Both of what you said could be totally correct, thats just interpretation of the binary states.
