GTK3 is developed by Gnome devs and their philosophy is the complete anti to everything that makes xfce.
They are depreciating core features xfce and the like rely on just because Gnome is not going to use them any more, actively attacking the continued use of these features and forcing DE's using them to reimplement and hack around it.

Once rapid development GTK4 kicks off, Xfce will be quickly strangled to death by it's own toolkit. They don't have the manpower to fork/support the last GTK3 release they will work on and also will not be able to hack around and keep up with GTK4. Once Gomefags have their way even if you keep the current toolkit code around, new GTK4 programs will essentially turn your desktop into Gnome with a Xfce wallpaper.
