How often do you edit you xorg.conf that you're breaking it all the time? Most of the time you don't even need a xorg.conf as it automatically works for none special snowflake setups

it was not even a special snowflake setup. I was trying to fix display tearing in arch. switching to a stable kernel solved the issue.

You deleted C:\Windows\PolicyDefinitions\en-US (or en-GB). And SFC /SCANNOW (or whatever it is these days) should fix it.

Failing that, extract folder(s) from your Windows ISO, and put it back.
