some major user end applications have come from europe, like spotify and skype for instance, but competing against established platform or infrastructure giants would require massive changes in regulation that the european public have no real reason to want. the only potential competition against amerian tech in the 21st century comes from china because they straight up ban foreign companies in order to promote their own, and still (as of today and for the most part) they lack the scale to establish themselves in first world markets which is where most of the tech pie is split.
as long as american companies are willing to adapt to european finnancial and labor law for the sake of business Europe won't need to relax its regulations to match the investment climate of the USA, kind of in the same way as America relies on foreign manufacturing; it's just a better deal that doesn't affect their own quality of life

The only thing that makes serious money in the EU is the automotive and financial industry, and that's because it's old money that got heavily involved with the government that now does everything in it's power to help it and keep the competition at bay. This creates an environment where anything that starts up new and gets big fast is seen as a threat and would have to jump over so many hurdles that it's just a matter of time before it's throttled down by the eurocrat leeches.

Before you counter argue, proof to me that Apple, Google, Amazon and so on, pays their share of taxes, instead of finding shelters and loopholes (which it's known that they do)
In America, only the small and medium sized business gets taxed and regulated by the book, the bigger you are, the easier your trading environment. I was about to say the better the environment, but better has a positive ring to it.

EU will NOT get any major tech company unless on of three scenario happens: 1) America actually gets their shit together, and start taxing the companies and rich, and thus also get a positive guv.budget btw. 2)Users, especially Europeans, starts to expell American companies for their bad practices. 3) A genius, and i mean a real one, starts a business in an EU country that's so good and/or stable that it just gets up in the top, even through ethically unfair competition.
