Definitely bad news for AMD because Navi is not high-end GPU. According to them, expect to see them in 2021 or so.
On one hand, I'm glad that 1440p/UHD at higher refreshes looks to be more consistent over the entire range of cards, but on the other hand, this is just terrible for the consumer. AMD at least had Polaris to check the mid-range performance, now they have nothing for the rest of the year. 7nm Vega is coming, yes, but that's for the enterprise and at the end of the year. Terrible timeline.

The 2080 reference board does already have an 8+2 phase vrm and 8+6pin power connectors. I expect the 2080 Ti to draw as much power as Vega while having lower stock clocks than Pascal.
