It was OK since I didn't know any better. Then XP came, which I later riced to oblivion in 2004/5. Then Vista which blew my mind when I saw it on my Dad's laptop. Since then, nothing intresting happened in Windows GUIs. I give a honorable mention to Compiz cube effect, that looked cool.

Yeah, no. Mac OS 9 will only run on PowerPC Macs (that's from 1994 to 2004 or so), it won't run on anything Intel or AMD (or VIA, or whatever x86 flavor you choose).

Depends on how far down the rabbit hole you want to go, and how much you want to spend on it.
I've maxed out the ram on mine, replaced the 266MHz G3 CPU with a 400MHz G4 (running at 417MHz), set the 60x bus and the memory to 83MHz (from 66MHz stock), upgraded the network card and the hard drives, and installed a video capture card in it. Plus I'm waiting on a PCI graphics card to arrive.
With all those upgrades it can run up to OS X Tiger quite comfortably, which means I can get up to date cli software (GNU userland, ffmpeg for example) thanks to Tigerbrew, and I can run a modern browser thanks to TenFourFox. However, browsing the modern Internet is quite slow unless you disable JavaScript, and the poor thing can't play video at a resolution higher than 360p (in CorePlayer).
If you're willing to go all the way with yours, you could get a 1GHz G4 upgrade for it, and I'm pretty sure it'd be decently usable. Not fast, but just about bearable.

It would certainly be doable. Classilla on OS 9 can perfectly do it, aside from some sites with new TLS certificates. Just make sure you upgrade to OS 9.2.2 before. And if yours is a 300MHz or greater G3 and has 512MiB of ram or more, I'd try OS X Tiger on it too via XPostFacto.
