I ran InteliJ IDE's on my older laptops without any performance issues, while VS took 20-30s to open and was pretty much unusable, while taking up like 3x more space, so I don't know how did you came up with that.

Pretty sure Visual Studio is much faster, it was very much usable even in a fucking Pentium 4.
PHPStorm in a dual-core i7 with 6GB of RAM is unusable, had to use Atom and sublime for a while until I got a faster computer that could handle that bloated shit.
Its great functionality-wise, unmatchable perhaps, but very poorly optimized and part of that reason is that is made in Java.

For 2 months I used InteliJ IDEA on a T400 with dual-core CPU and 4GB or RAM. I had to disable code inspections, but other than lag spikes during builds i had no other problems.
