Some of the PCs at my work are pentium 4s. You can literally switch them on, go make a coffee, come back and they are just on the Windows splash scree. They then take another 5mins to boot in to Windows before you can actually load shit which takes another few minutes with several freezes and stutters.
Some of my CP at my work is on pentium 4s. You can literally turn on, make some pizza, come back and they are just on the Windows screen.

I can't even use my Bentium 4 systems as IPTV servers as they can't seem to send data packets over the network without corrupting them. It's most likely the god awful VIA chipsets they come with but still, they're useless for even the most basic tasks.

Semprons weren't that bad, though Athlons were better. Later Semprons easily outperformed Athlons. Technology developed quick in the early 2000s. I had a Athlon XP 1.6 GHz and a Sempron 2300+.
