Sometimes it is plain hard to do no matter what, sometimes it is easy to do when you have the expertise, sometimes nobody has done it and that's it. I know for fact the last one happens. I suspect it is often the case. A few times I said fuck it, stopped waiting and made the thing I wanted to exist. It never took more than 20 hours at the pace of 1-3 per day to get to a working prototype. In the case of a PC-98 filter it looks to be more of a matter of very rare expertise in one area combined with less rare expertise in another. You need a deep understanding of how PC-98 graphics should look (on the actual screens they used at the time, not in an emulator) and ideally a mid-tier understanding of shaders or some other means to create visual effects.

what is this

picture is the pc-88 colour palette (the colours which the machine supports)
the code boxes are imagemagick commands, which basically resize an image to 640x200 (the pc-88's resolution), reduces the colours to the aforementioned palette, dithers/quantizes the colours down to 8 using a custom threshold (the bottom code box) which gives it a vertical line effect, then scales the picture back to 640x480

tl;dr, normal picture goes in, pc88-ish picture comes out

Well, just spitballing here, but wouldn't that just be a dithering filter with a limited color palette?

I made a dither algorithm not too long ago (but was absolutely blown out of the water by some of the lads over at lainchan).
