It says message from webpage. It is from a page you're visiting. Since Chrome and Firefox pop these up as little receipt-like things coming out of the address bar, you are likely using IE. Don't.

Those usually take over the page and take you to some page telling you how you need to call their support line. Check other tabs. Otherwise it might be a failure of an ad that only displayed the message.
