People that do this are usually contractors who are spending someone else's money; that or the parts are for someone else and they plan on billing that person the cost plus labor to install. A friend of mine works for a federal housing contractor and he makes weekly purchases at Best Buy and other big chain stores because its easier for him and its not his money he's spending.
