The point is that Linux isn't only used with GNU, and GNU isn't only used with Linux. Ergo, saying GNU/Linux makes sense.

it makes sense if GNU utilities make up the vast majority of the OS minus the linux kernel, but by your own admission that isn't always the case. It's clear that Stallman just wants people to refer to every Linux distro as GNU/Linux so he can take the credit he felt he didn't receive initially, like the petulant child he is.
