Probably. The Core family is absolutely dead end and rife with hardware vulnerabilities that would utterly kill their performance if fully addressed. They'd have to have a whole new x86 core from the ground up, and with pure 32bit being deprecated legacy material there isn't really any reason to stick with it.
Get ready for some massive AVX processor that emulates some X86 functionality.
Maybe they'll toss in an FPGA with preprogrammed states to function as a flexible ASIC.
