The simple truth is that it can't. Microsoft Windows is enterprise-quality software designed by and for professionals. LOONIX is hobbyist shit designed by nerds and if you use it you are probably autistic. Ask for genuine Microsoft software.

It's also really good for capturing and uploading quick gifs/videos, text, or files to your preferred file host for easy sharing. Those are the things I usually use it for other than images anyway.

Windows' snibbedy snab tool has marker/pen tools you can use to highlight shit on your screenshots and that's really useful to me. I guess I could get the same result on Loonie by just pasting the screencaps into GIMP and using a marker in that, but that takes more time.

figured it out after a while
- download gradient
wget "ix.io/1lG1" -O ~/.config/GIMP/2.10/gradients/Line.ggr
- select "Gradient" tool
- select "Line" gradient
- enable "Reverse"
- set Shape to "Radial"
- selecting and changing its position or plain moving Stop 2 (inside of circle) configures the size of the circle
