The Sukhoi can do nothing but sputter about in the air looking it's target while the F-35 easily spots the Sukhoi on radar.

You're gonna need more than just a quick blip on the radar to engage an enemy in air combat.
Assuming a Sukhoi operator does manage to spot an F-35, that's all it can do. After the bomb doors quickly close it's effectively invisible again.

Low frequency is useless for targeting, the only thing it can really do is alert you to a possible intrusion, and by that time the enemy operators already know everything about your setup because you decided to blare radio waves to try to pick up their scent.

I worked in Sukhoi in software lab on the PAK FA project for 2 years like 6-7 years ago. The industry is indeed fucked, most people there have no idea what they are doing and the management is just gold-watch-wearing napoleon-compex assholes. However Sukhoi somehow manages to stay afloat.
Some of my friends still work there and say that the payment is decent according to the current IT market. It's a dead end for IT specialist for sure though.

The F35 is fine it's just sort of boring and poorly suited to countries with a smaller military. To give an example of how ridiculous F35s can be, It's possible to load a F35 with 2 nuclear bombs and 2 AMRAAMs in internal bays, a pack of 24 of them can carry 48 nukes more powerful than what was dropped on japan, 48 air to air missiles, on an aircraft stealthier than a f117 that can still perform as a jet fighter. To make things even worse they can all share targeting data between each other. If one of the F35 feels an enemy fighter is getting a little close to detecting him, he will have already detected the enemy via passive sensors and the enemy radar signal, rather than firing on the enemy he can tell a 2nd F35 further away to turn on his radar and track him, the 2nd F35 who is safely out of firing range can transmit the data to a 3rd F35 who is nearby but undetected who is able to fire 2 AMRAAMs at the enemy without even turning on his radar. The interceptors are screwed they will be expecting the plane that targeted them to fire only to be hit by missiles fired by F35s lurking around with their radar off that they couldn't detect.
Also consider that unlike cruise missiles or ICBM the enemy does not know it is being attacked until things start exploding. While B2s and F117s could do similar things they are defenseless against interceptors, they have to stick to hiding at night and avoiding anywhere interceptors might be. Basically a group of F35s could 1v1 the entire military of some of the smaller nuclear powers like north korea or pakistan.
At what cost? This program is so full of bullshit spending.
That's why the cost is being spread far and wide among our involuntary country-partners :^^^^))))
At a cost that is cheaper than maintaining legacy platforms over their service life.

Should turbines get cheaper now that 3d printing iconel, titanium and other exotic stuff is becoming more common. It sucks there's no cheap turbines for light aircraft and other vehicles.

The low frequency radar lets you know "hey, there's a target here" and then you use that to cue other radars to dwell in that area.

That "cross" is an air data probe that was only used for flight testing the production air data system. It isn't present on F-35s that will actually pew pew and kill enemies
