They could if there were some financing. As it stands now it is just a hobby project.
Desktop Windows will be uncommon and archaic by the time this is released stable.
We are already near that point to begin with. For 99% of users the only reason to pick Windows over Linux is to use one of a few proprietary drivers. Once those fall, desktop Linux will be the standard in ~18 months.

Yes? As it stands now, they do this on their free time. With a company and money behind, they could dedicate to it.

that's the whole point, the main reason to use this is because microsoft has stopped supporting old versions of windows but people still have a need to run legacy applications and don't want to pay microsoft's inflated prices for legacy support

Yes, but it takes a lot of time because they need to apply reverse engineering to windows in order to avoid a lawsuit.

If I could run Fallout 3, Morrowind and Legends of Aranna, I'd ditch Windows in a heartbeat.
