Nope. Some kind of controller for some piece of industrial machinery most likely. If you have no idea what it came out of then I'd either chuck it or salvage parts from it and chuck it if you do electronics work.

If you're gonna salvage parts I'd take the relays, the power transistor, the larger power resistors and that socketed IC since you don't have to desolder it.

Take the other ICs only if you really want/need them otherwise it's probably not worth your time to desolder if they're just jellybean TTL/CMOS, op-amps, etc. Take the larger diodes in the DO-41 package if and only if they are fast recovery diodes otherwise it's not worth it. Ignore the transistors in the TO-92 packages unless they're something exotic (unlikely). Ignore all glass diodes, 1/4W resistors, and capacitors except for high voltage electrolytics (test them first for ESR before you keep them).
