Ah simple explanation: they get invited. Less common for HDB, mostly encoders who get the special permission but it obviously happens.
With trackers like BTN, the recruiter - by virtue of an easy filter- won't invite anyone from banned countries. However, many times user invites arent subjugated to the same country restrictions (because you're supposed to know Tariq from Islamabad very well).
Anyways, user invite vs. recruiter invite restrictions re: banned country vary. Check the rules and you'll be surprised.
