it has nothing to do with 'quality of testing', the manufacturers use a different (and largely arbitrary) test and people testing independently may use slightly different methods
TBF op is not that clear pixel response time and "input" delay are both latencies
which lists 5.05ms response time (likely grey to grey, go check tftcentral for their testing methodology) compared to the 4ms claimed GTG from the manufacturer, the signal processing can vary wildly from computer to computer depending on gpu drivers and what version of windows you're using even down to the quality of cable and cable length that you're using

all you can really say for sure is that the testing setup that tftcentral uses is probably consistent from monitor to monitor, however it is not consistent with other independent tests due to the different setups, you cannot compare tftcentrals test to displaylags tests as a result

Cheapo latency tester and mass amazon affiliate links in a simplistic database is most definitely less conclusive than 3 pages of datasheets and testing by someone who has actual knowledge.
