I, personally, use owo for git and uwu for emerge.

Yes, because the command line is a scripting language itself. In the case of Linux, most people are using shell/bash.

You can declare things like

alias uwu=git

You usually write such things in .bashrc file so that it loads automatically.

In the case of windows you use doskey.
doskey uwu=git

Although I recommend if you're using Windows, to use ConEmu, it allows you to setup alias with their configuration.
