I think they're going to make many options to use GNU/Linux from Windows and some tools for Linux that Linux users will use as well, e.g. Visual Studio Code. When Linux users get used to Windows being able to run Linux and the same tools on both Windows and Linux, they'll start using Windows out of convenience and this creates a possibility that they'll stay Windows users.
