anyway, for his good behavior he will be alloewd to have one computer in his cell, but since it's a prison it must be a console. what is the best console for prisoners? thanks.

Possession of an unlicenced/unregistered firearm or whatever else OP's mongoloid brother did sounds like it was still a felony.
Don't try to spin it and label him a victim. He knowingly violated the law and is now paying the consequence for it. Trying to make it easier for him will only leave doubt for what he did was not wrong. That won't help him.

Technically yes. Example: the UI of every single game on it. In terms of running X though, not necessarily out of the question but I'm skeptical. With the memory expansion though, quite easily.
