What don't you understand? If a state passes it as law any ISP in that state has to follow net neutrality rules for customers in that state. Even individual cities could probably pass their own net neutrality laws.

Due to its history as a bunch of individual colonies seeking independence from Britain, the United States formed as a federation of, well, individual states. In a federation, self-governing states/provinces form a united, central government. States are still free to enact their own laws and conduct their own business; the federal government ideally only regulates interstate and international matters. From the 10th amendment of the U.S. Constitution:

So like said, states may pass laws that businesses must comply with in order to operate in their state. If an ISP wants to provide service in a particular state, it has to obey the state's laws and regulations.
What happened here is that the Federal Communications Commission, which regulates ISPs at the federal level, repealed a policy that ISPs had to abide by if they wanted to operate in the U.S. But again, the states are free to enact laws and regulations that have the same effect as the repealed policy; they just can't force other states to do the same.
