The computer did not turn on, so he thought that maybe the power supply in it was faulty. If he knew what he was doing he would have checked for shorted components on the cards, but he did not. What he did is let even more power through the shorted component, which in turn exploded.
He's lucky that not much was damaged

He incorrectly hypothesised the decades old power-supply wasn't able to generate the amps needed to boot the computer. So, he plugged in a second PSU in parallel and blew up the motherboard and graphics card.

Turns out their was a short on the 12v rail of the GPU and the power-supply was shutting down for safety/self preservation.
