Make a new USB install, and shift+F10 to open the console during the installation procedure, at the "do you want to enable all these options" and run a so-called debloat script to remove any unwanteds before it's even installed.
I just did so, and a basic windows install only takes 13gb and 1gb ram.

I found the solution to my problem if anyone has a similar issue. I disabled in Services:
- AMD user experience program launcher
- Connected Device platform service
- Connected Device platform service_303dea

My disk no longer spikes periodically at 100%. Smooth sailing since. Playing WoW for hours now.

For whatever reason those Services " cap " your ram usage....I could only use 62% of my ram but now I am using well over 80% and thus things run smoothly.

Linux has to accommodate Windows because Linux is the minority and has to cater to Windows, but Windows has, and likely always will be designed with the explicit assumption that it's the ONLY OS installed on the system, and eventually when it does the 1.5/2 year system upgrade it'll look at your boot manager during setup and go "oh, this looks broken, let me fix that for you" and wipe out GRUB to replace it with the Windows boot manager. At the very least, use the Windows boot manager instead of GRUB if you're still set on dualbooting.
