A dual core CPU will be enough for normalfag use, but for serious gayming or professional software I wouldn't go lower than 4c/8t.

The most important thing for gaming is still that single core clocking with the highest frequency. Sure, you should probably get a 4 core CPU, but the main loop of a game is notoriously hard to parallelize.

If you're doing basic tasks e.g. word processing and web browsing then 4c/4t is fine.
If you're doing more than basic tasks then 6c/12t is minimum.
