Not really. Getting it to boot x86_64 bloat might be really fucking hard, but anything above it is fairly easy and straightforward.
I mean there are a dozen Tanenbaum books outside and thousands other OS dev related books. You just have to follow them along.
Obviously it takes a long time to achieve it and be motivated to move on, but it is possible. Anyone can do it.

On comparison you can find a hundred console systems and a gazillion kernels.

Syscalls are necessary in 90% of the cases, tos is a one-of-a-kind design where you can avoid them (100% open source, ring 0 only, everything global, identity memory map).
Still, syscalls provide a neat interface for third-party developers to work on.
Take the "Megaman for TempleOS" app for instance, which breaks on recent tos because some pointers were renamed.

but it's perfectly functional. the code is minimal and very optimized. in fact it's much faster than linux+gnu/windows/osx/bsd because you don't need any privilege checks when the only one potentially watching you is god in temple os ring 0 environment.

Don't forget that prior to TempleOS being a "divinely inspired" operating system (it didn't used to be called TempleOS, and later on Terry retroactively declared many of its already established design elements to be instructions from God), Terry's purpose with TempleOS was for it to be a sort of modern-day C64 for people to fuck around in and have fun with. So, the OS should be judged on those merits I'd say. It's obviously retarded to try and compare it to a modern day, general purpose, mainstream operating system.
