Yeah it doesn't cause a full blown panic, but it does force a critical component to require reinitalizing. That's why the phone doesn't turn off, but resprings. It's restarting that component.
Fun fact: I'm using a old as fuck 7 with a worn to shit battery and my phone just died yesterday. Turns out the battery is so fucked it actually browned out on me and I got a nice little notification that my performance was now being limited. It beats the device just shutting down, but still.
