In the US, the government doesn't have the ability to "block" websites. If a website is in violation of the law, and it's within the US, they'll physically seize the server and put up a notice like this: But they can't intercept your packets and drop them or redirect them or anything like that.

I'm sure you would like to believe that, and it's certainly something they barely use in comparison, but the NSA does in fact have and maintain the ability to block websites/TCP connections in most places in the USA backbone, using injected TCP RSTs during HTML streams (one similar technique to the Chinese Golden Shield).
They call it QUANTUMSKY.
Look back at the Snowden documents, it's mentioned in there if you look carefully.

AND you'd lose leverage in international treaties and trade since literally everyone will have more leverage than a small country that needs to import most of its goods.
