OpenGL only has it's massive compatibility and versatility going for it due to decades of maturity. Still has massive overhead which for lowered mobile devices kills your performance and battery.

No it doesn't.
openGL is just fine, but for the mobile platform they took a subset of function calls from the opengl api and named it opengl ES.
Vulkan doesn't do anything magical, it just exposes the h/w more.
If you are incompetent, you would end up writing code that does the same as in opengl/opengl es, and consumes more.
vulkan's features shine on scenes that rely on rendering gorillion of triangle and mess with shaders a lot. In mobile gaymes, your triangles are reduced to the absolute necessary, so most of the additional overhead due to opengl is minuscule .
