You don't download CIA documents from the CIA. Download them from Wikileaks.

PDFs are almost as bad as exe for how much of a threat surface you are open to. Sandbox it as much as you can, separate os if possible.

That said , CIA would not waste an exploit on 100% of he population. That's what PRISM is for. File exploits are better if targeted, or else they get patched.
