Linux thrives because it has a lot of people and organizations behind it - using it, promoting it, maintaining it and especially taking it into account when developing their own software and hardware.
You could fork Linux and then try very hard to convince a few maintainers and users to join you, but that's only where your troubles would begin.
With each upstream change that this Linux fork rejects, and with each change the fork introduces on its own, the fork will become increasingly incompatible with software and hardware that work with Linux.
The fork's developers will have to work to patch up these incompatibilities, on convince software and hardware developers to take the fork into account when working on their products.
With the fork having only a small userbase and development team, they will have a very hard time either doing the work themselves or convincing others to accommodate them. This will result in the fork being even less attractive to users and maintainers over time. In other words, it's a vicious circle.
