You can capture the handshake. But that doesn't help you decrypt traffic. The handshake will just give you a means to get the password if you then try to crack it with a dictionary or maybe a statistical attack if the protocol is older like WEP. You can't decrypt ssl traffic even if you control the router. But you can redirect requests to return your own response instead of the intended destination's. Then you just have to hope the user doesn't notice the incorrect/missing certificate.

The point wasn't that you can "decrypt all traffic", the point is that having a rogue AP in this scenario is more or less pointless. And yes, you could attempt to use sslstrip to force a fallback to HTTP, but most popular sites are on the HSTS preload list by now. Replacing it with your own cert is just fucking pointless, even the most stupid of users will immediately notice based on the warning.
