It's not telemetry. In almost all cases, it's the defragmentation background service, Office Click-to-Run doing upgrades or the .NET optimizer/pre-compiler.

Not OP but this happens even with telemetry disabled.

You just don't know how powerful explorer.exe search really is. Look up its filters.

There's a trick to figuring out what causes it. Disable screen going blank from idle, then launch resmon (resource monitor) and wait about five minutes. You can then tell what the cause is.

I have to use Windows for work so I run 10 Pro in a VM on a MacBook Pro. The constant cpu/disk spiking drove me insane.

Here are my notes from getting that VM to behave. (No spikes unless it's related to my work.)

* Task Scheduler - disable VS updates.
* Task Scheduler - disable Office updates.
* Turn off Disk Optimizer. (Disk > Properties > Tools > Optimization)
* Task Scheduler - disable Adobe Acrobat updater.
* Task Scheduler- disable Google Updater.
* Services - disable super fetch.
* Services - set Windows Installer to manual.
* Services - set Windows Module Installer to manual.
* Group policy - disable windows updates.

As for Microsoft Compatibility Telemetry, nothing I tried killed this vampire bitch. Registry hacks, group policies, didn't matter. I finally wrote a small service app that checks for mct every second and if it finds it running, it kills it.

tl;dr - the world would have been better off if Gates and been smothered to death in his crib.
