Scenario: You have 64 GB of portable storage and you're moving to a place without Internet access. You are going to be there for 10 years minimum. There is no television or radio. The only device you have is an ultralight laptop and you want to reserve every byte of free disk space on the internal hard drive for saving your files. What do you download to the portable storage?
A few words of warning: Every byte counts. You're going to want to pick things that have lots of entertainment with replay value. Arcade games are going to be better choices than linear games with limited replay value. Something like Spelunky with random generated levels. Any game where you can keep playing to beat your score. Or maybe you do the linear game and speed-run it. It's your choice but choose it well.
You might want to keep it to just a few movies that you like to watch every year as tradition. Maybe a Christmas movie to get into the holiday spirit but no more. That's room you lose for games, music, or porn.
Have you considered some hobbies like downloading a music tracker, 3D modelling package (you will likely only be able to do low poly stuff), bitmap graphics editor, etc.?
Books (fiction) might not be comfortable to read for long periods of time, but maybe a few textbooks to learn something. Maybe a rule book for playing card games.

mGBA, 100 GBA ROMs, and then I'll fill the rest with completely translated manga scans. If I'm going somewhere with people, maybe a few books to learn their language. If there are no people, I'll include books on how to draw. If I'm allowed additional hardware, a drawing tablet, replacement stylus and tips, and something like Clip Studio Paint or Krita on the SD card.

I was just going with me needing to fill the card now and the only things I can do is either fill the card or find things to fill said card with. I've also never really drawn before, but it's something I would totally want to learn in a situation like this. As long as my needs are being covered and I don't have to work, I'd want to make artsy things. Write stories, draw pictures, make music, etc. I feel like a book or two could jump start me and in 10 years I'd at least be competent.

You just need to shift your perspective back a couple decades. You can fit thousands upon thousands of books in a couple GB. Which books are you going to choose? To some extent it doesn't matter, just get a fuckload.

This is a great opportunity to force yourself into bettering yourself. If you pack games, you will waste your time and come out of those 10 years even worse. Fill that with textbooks and seminal works in mathematics, philosophy, art history, computer science, and history.
Include a references for a language and documentation of it's standard library, as well as a linker and compiler.
If you have the space, as much of the Wikipedia database as you can fit, so you can peruse articles and add some breadth to your studies.
You will come out a much more developed and mature person. Don't include a single game.

I was playing around with maximizing H.264 compression a couple of years ago, and got the anime episode I was testing with down to ~32 MB with (noticeably reduced but) perfectly watchable quality. That's ~2000 episodes on 64 GB, or over 80 series, for 8 unique series per year if I'm away for 10 years. These days with HEVC and Opus, I wouldn't be surprise if I could halve the storage requirements once more. I see no problems with fitting everything I could possibly need on 64 GB.
Some video games are ok. People have been playing games for thousands of years. Games get you thinking. The issue with video games is that some of them are dumbed down enough to do the opposite.

What OS is on the laptop? Do the OS and install package count towards the 64 GB? Does the laptop have the disk drive space to decompress shit to? Do I have the time to compress the data I am going to place on the MicroSD card? With ZPAQ (mattmahoney.net/dc/zpaq.html) you can stuff a lot of data in 64 GB.
If I’m really going to be alone in a possibily unwelcoming environment then fuck media and games , I’m filling it with survival guides, data on every plant and animal in the area and maps.
If I have some space left then I might add books as they have a better time to space ratio.
Then leave 1 gig free for keeping a journal and notes.
