I assumed he meant 50MB/s since 500mbps is 62.5MB/s, so he still has plenty of bandwidth for a 4k stream at 3-5MB/s and still enough for 50MB/s download to happen at the same time.

That's fucked up, I can understand 700-800mbps out of 1gbps and the ISP telling you tough luck, but 150mbps out of 1gbps is just fucking disgusting.
I'd be calling literally daily, hell, several times an hour if they keep ignoring it, until they fix it.
It's not rocket science, networks are SUPER easy to fix if something is broken or not provisioned correctly.
Your PON is over saturated? Run more fiber, install more PONs.

115/5, $99 a month over old HFC Network, unlimited data but usually only use around 400GB-600GB a month. However have had users on network that use 4-6TB and ISP does not seem to care much. It sits at a stable 14-14.5 MB/s pretty much all day, even during peak evening. Going to be "upgraded" to NBN HFC next year 100/40 (usually caps out at 95/38 apparently).
You poor bastard. If you're in an Optus 4g area consider Vividwireless, 12/1 unlimited for around $90 a month, so will be twice the speed you have at the moment. Hope when you do at least get NBN it's a decent tech.
