You can't be completely hidden. If you're enough of a threat NSA will always find a way. You can however hide from local police, they don't have the expertise to go through tails, tor and vpns.

There is no such thing as 100% anonymous in every situation, internet protocoles are based on tradeoffs and in some case, one of them is to have a unique identifier.
It will depend on who you are trying to escape from.
Same thing apply to vpn, you're not anonymous to them and there is a very long list of vpn providers with logs even if they say otherwise.
