I do think a later gen construction core APU is worth considering most of all. They are far lower power consumption than those old intel chips. Basically a budget AMD laptop chip. They improved IPC a bit in later generations with... Llano, iirc? Even if they were still well behind Haswell and had a process disadvantage.

Seems like a pretty bad deal. You could make a 2400G build. CPU would be much stronger, and power efficient. GPU would be a bit weaker (more like a 265), but you'd have a far, far better upgrade path and be able to play Overwatch on 60fps minimum at medium settings perfectly fine.
You could also try to find a Haswell i7 or equivolant Xeon workstation and add a used 1050Ti.
Yes it makes a big difference on a high refresh rate panel. Not everything will run that high. Should have sold your 980Ti when you could still get $300 for it, really.

2070 wont have enough grunt to run ray tracing dlss at 4k has shown similar performance/image quality to 1800p upscaling so not worth it UNLESS the 2070 comes out cheaper than current 1080 prices (lol good luck with that) it really seems pointless to buy any rtx card unless you want to run 4k max settings with a 2080ti

I really am, user. I'm mostly playing DotA 2 these days, I get 120 FPS pretty much consistently except for when fights break out but it's nothing that bothers me. I get 144 FPS in Overwatch (I play on medium tho) and around 85 FPS in the Witcher 3. I get 144 FPS in Doom as well.
What would a worthwhile upgrade be over my current setup?
