I'm running a relay on a raspberry pi for several years now. Using a static IP from my provider for it.

Not the user you replied to, but call your ISP and ask them for a static IP. The price may vary. I got charged anywhere from 0 to 2.5$ per month.

I considered running tor on VPS, because I have traffic limitations from ISP(Any I can choose at my location)

How? Without a static IP in WAN, how do you get static IP in wan without kind of proxyng? Who exactly provides this free proxy service?

I ran an exit Nide back in 2011, when histories of people getting swated over exit nodes didn't exist

I ran a TOR exit node once. Got a call from my ISP that day telling me to cease and desist or they will terminate service.
