what is this device and where to get it
The GPD pocket exists. It's not cheap though. You can also install Ubuntu on it, and basically any other distro from what I understand (I've seen people using Arch and Debian on them).

the gpd pocket on the other hand looks like a depressing typing experience
If you could flip the kb around and use the thing in tablet mode as well I would be all in on the pocket. Imagine getting androidx86 and linux dualbooting on that thing and having a mobile hotspot, you'd be able to do pretty much anything with it on the go and be a wardriving monster
