It makes sense for a lot of reasons. Maybe Yellowstone is finally blasting its top off and everyone at once needs to be notified to get inside. Maybe a foreign country is invading one of the costs and they catch the US military off guard somehow and everyone needs to be told to arm themselves, or to retreat to a certain location. Maybe before or after a nuclear strike there would be instructions going out to civilians.

The alternative is that everyone tears eachother apart like it's Black Friday and there's one TV left.

It might be too late for people close to it but for others who were farther away, they'd want to get inside, shut all windows and doors, and wet towels and put them at the bottom of doors to seal them off as best as they can.
