When they can't decrypt they just simply block the connection. Check FortiGate's deep inspection stuff for example.

Same reason on my university internet. However, for whatever reason, using SSL bypasses the captive portal. Wasted so many hours shitposting instead of listening to lectures because of this.

I work IT in a hospital. Three other guys in IT are in their 50s and really have no clue so they use some obscure consumer parental control firewall that literally has a panda bear popup with warning about not visiting adult websites. Since these guys are senior members they are taken more seriously though.

Their network and the internet really is like old AOL only a hand full of sites can be visited. It's just atrocious working here because they actually get infected by viruses weekly but they have no protocols no backups nothing. Everything is a pain in the ass. Actual funding they get annually is $140,000 last year most of which went on new licenses/fees, new chairs and new desks.

It's no wonder hospitals are a fucking mess.
