Screens and keyboards still break regularly. Especially keyboards what with the butterfly switches. And dealing with soldered components becomes a lot less difficult if you have a fine tip soldering iron and a BGA rework station.
And then there are shops that are not Apple authorized because they perform competent board repairs to save you money, instead of just replacing the entire board and telling you your data is toast. You also have machines like the iMac Pro that otherwise cannot be repaired because Apple authorized people aren't trained on it and parts are not available from Apple.
So why should the laptop be disabled after this repair?
You're forgetting the people who buy these devices and don't have easy access to an authorized Apple repair center. Lots of countries will sell them but you can only service the devices at a couple of locations.

The T2 chip can't be disabled because it is also the controller for the "hard drive", so disabling it would mean having no access to the internal storage.

The it's only fair that Apple lock down the USB C ports so that any device connected must identify itself as Apple OEM equipment that has never been connected to another machine before it can be electrically connected to the computer. People might plug in a flash drive that contains viruses, or a USB killer.

Yes, Macs have a serial number. You can even check your warranty status from your computer.
