There is a hosting company about 5 miles from my house, but they don't host a public speedtest server, but you can access their private test from their website, so I use that.

If you're capped at 100mbps, it's probably a BPON ONT, and you'd need to switch to GPON to support the faster speeds.

A couple streets down by the school has new 1G/600M fibre, the condoplex I reside in got fibre really early on and the ISP says it's FTTB and we're not scheduled to have new updated switch boxes and hardware put in yet as not many of the 72 condos this condoplex houses have given feedback that they want more than 100M/40M.

Kinda sucks as I'm paying $30.25 USD a month for 100M/40M when a few streets down gets 300M/100M for $39 USD and 1G/600M for $71 USD a month.

My harddrive can write at about 150-200MB/s, that is well beyond 1gbps.
Remember, 1MB is = to 8Mb. So 150MB/s would be equal to 1200Mb/s.

That makes sense, They're most likely using some type of DSL, or MoCA, or similar copper based tech for the hookups into the apartments.

Without replacing the hardware on-site, or without replacing the copper in the building with fiber to each unit, you'll likely be stuck at 100/40 for awhile.

Yeah the building (20+years old) is running VDSL2 via standard phoneline up to the main box that handles the building. ISP replaced everything up to the box about 10 years ago when they upgrade the building to handle 100mbps FTTB, My unit has a Dlink DSL-6740C.

That would require functional brain synapses

They could upgrade to VDSL2+, or more likely, G.fast. G.fast would give you at least 300mbps, and likely faster unless your building is MASSIVE in scale.

ISP has said that going up to 300Mbps means a direct optic line and hardware change to the Dasan H660W which will support I believe to 2.5G down and 1.25G up, GPON and TriplePlayServices, even though they only currently provide 1G/600M for home use.

That bodes well for the next 10-20 years for you, but short term will hurt.

They seem to be avoiding the new faster methods of using copper infrastructure in favor of replacing it with fiber, which for long-term deployment is a good thing. But short term will mean you're stuck with 100/40 until they decide to spend the $50,000+ to upgrade your building to fiber.

Well, they're also closing down 3G at the end of this year and are force upgrading everyone up to 4G LTE+ (same price same contract, just head in and swap sim cards) and announced deployment of 5G in 2019 and general availability in 2020/2021.

Hopefully they have infrastructure development money left over to upgrade your building after all the wireless backhaul upgrades for 5G deployment.

Steam depends on the time of day, during peak hours it caps around 500-600mbps, but off-peak it can hit 900mbps+.
