True but RGB actually was available in other ways. Professional monitors had BNC connectors or some other odd system. Computer monitors used VGA. For whatever reason consumer TVs just never had their own system but in the late 80s S-video came out which was a huge improvement.

That's not the point. Current which is the rate of flow of electrons, is determined by one of the two other fundamental properties of electricity. Voltage which is the electrical equivalent of pressure, or Resistance through the conductor which impedes the rate of flow.

Voltage overcomes resistance to create current. In order for there to be lethal amount of current the resistance either needs to be very low or the voltage needs to be very high.

With your example the reason its safe to handle such high voltages on those devices is because those devices output a very low current in the first place but also dry skin has incredibly high resistance which further limits the current to well under the hazardous levels. If you're handling equipment like a CRT which stores a very high amount of power and outputs very high voltage there's enough current stored that it can easily injure or kill someone that isn't being careful.
