Is there any way to set up Windows 10 firewall to block certain applications\programs that aren't installed on the system yet?
My issue is - I have an elaborate anti-porn system in place for myself, but I'm a hardcore addict and the past few times I've found a way to install an alternate internet browser (one without one of the layers of anti-porn protection in place), and then gained access to porn that way.
I'm currently using a giant hosts file to ban lots of sites, but I keep getting these browsers working.
Is there a way to block say Chrome from accessing the internet before it's even installed?

Why isn't my GPU automatically cooling? It's a shitty little RX550, the fan for whatever reason is not spinning on its own and is causing overheat crashes. If I use speedfan to manually set fanspeeds it will use that, but "automatic fan speed" doesn't do anything. Speedfan can even display a false automatic fanspeed percentage while the fan isn't running at all and the card is very close to overheating.

I have an 8TB seagate external. I pulled the drive once and tried it in a few systems, none would boot with the drive installed. After some reading, it seems there is some sort of firmware jew-ery done. Is it healthy to run this off usb3 for daily use. Obviously wouldn't have software/etc installed on it. But is USB3 enough bandwidth for daily read/write? Like the old external SCSI drives of years past.

Seagates have been known to have heat issues in the past (even when in a reasonable range), but I dunno about this model.

A friend recently gave me their metropcs lg stylo 2 plus running android 7.0. I'm interested in rooting it because the restrictions are driving me insane (I'm not even capable of formatting an SD card to serve as additional internal storage) but I've never rooted a phone before.

I want to power a 120mm fan without using a computer. Being able to control the speed of the fan would be nice but not necessary. So should I just go for a 2 pin fan and wire the 2 wires directly to a 12v DC power source? I recently got an AMD gpu from a friend (GTX 670 had vram failure) who gave me an r9 290x. With my old GTX 670 I could set framerate caps in games such as 60fps, and the gpu would not run at 100%, just what it needed to (according to MSI Afterburner and RTSS Overlay, with it varying between 40% load in older games to around 70-90% for some newer games when it wasn't completely maxed out). This allowed the card to run cooler, i.e. not breaking 40-45c in older games, and sometimes running at around 55c or so with less demanding titles. However with the r9 290x it seems to run at 100% gpu usage, regardless of the settings (i.e. using lower game settings/setting framerate caps) If i cap my framerate to 60 fps the gpu still runs all out, and temps creep up to ~94c, even though uncapping the fps in the game (such as Overwatch) allows the card to pull anywhere from 140-170fps and results in the same temperature (it's a stock cooler r9 290x). Is it possibly just a driver related bug (installed the latest ones available of 18.10) or do amd cards simply run in an all or nothing fashion? i.e. regardless of framerate achieved they'll run at 100% of TDP. One of the things I liked about my 670 was being able to run it at less than full load for lower temps and less power draw, and the fact the card runs so hot is a little worrying (I may set up a more aggressive fan curve to try keep it below 90c if possible).
