That powers down the USB port. It's so that your device doesn't get fried inadvertently. Or the port. Also it waits until the buffers are flushed so that the data is not corrupted.

You can't fry anything by pulling from a powered usb port. They are designed to stay powered up permanently. Powering them down is only used for power saving on laptops, I doubt windows turns them off when you unmount them. If that was the case your phone would fry every time you plug the charger.
Actually someone has killed one of my USB mass storage devices by pulling it from the computer after I did a powerpoint. Powerpoint must have been autosaving some shit or whatever when that happened , pretty shitty desu.
You can probably recover it by completely formatting it using DD and writing a new partition table to it. I've had this happen to me before with a corrupted Linux ISO.

But on most HDDs unmounting also shuts down the disk motor and park the heads, while keeping the controller on. It's safer than just cutting its power while everything runs and moves, even if the result is the same

It literally is a linux problem, though. Windows writes data to usb without letting it sit in the cache and if the progressbar is finished then the data is physically on the disk. Unlike in linux where it treats usb devices the same as internal drives and caches the data for decades while pretending to have finished the transfer in the UI. All distros that don't change udev rules to prevent that retardation belong in the trash.

pressing "unmount" doesnt turn the usb port off.
that is an actual issue, so many times have i been transferring files to a usb or even SD card and the GUI would say its all done, then i would unplug it and everything would be fucked, or i would just run "sync" when it says its down and see its actually far from done.
